A Root Access dedicated server is an unmanaged server. You have full rights to access any part of the server you wish. You are responcible for updates, and can make custom modifications. This is the most versatile form of dedicated server, but requires a higher level of knowledge. If you do not have the ability to manage a server yourself, you should look at managed server options.
